Newly-appointed members of the Education Technology Council have been developing a K-12 digital-age learning plan for the state of Indiana. The intent of that plan is to prepare our K-12 students to thrive in a global, high tech society. The plan would position technology use in three critical ways: as a vehicle for differentiated instruction; as a vehicle to more and better opportunities to participate in true 21st Century learning environments; as an administrative tool.

Poor writing skill among students is certainly not
a reality only in Indiana. The National Assessment for
Educational Progress (NAEP) writing test shows that
only 27% of 4th grade students nationwide are at or above
“Proficient” in writing. Indiana came close to that national
average at 26% Proficient.
